In pursuance of powers granted under the above Act and Order the Department of Infrastructure determined to APPROVE a planning application by Department Of Education And Children, Ref 13/00662/B, for the refurbishment works to existing construction craft block including the erection of a covered shelter, a canopy and an oil tank enclosure and various window and door alterations to building at Iom College Of Further Education Homefield Road Douglas Isle Of Man IM2 6RB subject to compliance with the following condition(s):

This decision was made by the Director of Planning and Building Control in accordance with the authority delegated to him.
This permission refers only to that required under the Town and Country Planning (Development Procedure) Order 2005.
Any appeal against this decision must be in writing and must be received by this Department within 21 days of the date of this notice.

1.1 The site is the curtilage of the Isle of Man College whose principal facilities are sited at the northern end of Greenfield Road and bounded by Homefield Road, a covered reservoir, properties in Cronk Drean, Glen Park, School Road and Willaston Primary School. The site provides accommodation for various of the College's classes as well as associated car parking. 1.2 Also defined in blue are additional facilities operated or proposed to be occupied by the applicant - notably Willaston Primary School, the Glencrutchery Special School site and the former water treatment works.
2.1 Proposed are alterations to the existing buildings: the creation of a covered storage area, the installation of a new entrance structure with glazed aluminium screen sides and a canopy roof, the installation of two new windows and the erection of a short area of walling to form a small enclosed area. 2.2 None of the works is either prominent or detrimental to the appearance of the building which is very functional in style, particularly beyond the principal elevation to Homefield Road.
3.1 The site is identified on the Douglas Local Plan of 1998 as Education. 3.2 As such, the provisions of General Policy 2 are applicable here: "Development which is in accordance with the land use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development: b) respects the site and surroundings in terms of the siting, layout, scale, form, design and landscaping of buildings and the space around them; c) does not affect adversely the character of the surrounding landscape or townscape; g) does not affect adversely the amenity of local residents or the character of the locality;
h) provides satisfactory amenity standards in itself, including where appropriate safe and convenient access for all highway users, together with adequate parking, servicing and manoeuvring space; i) does not have an adverse effect on road safety or traffic flows on the local highways; j) can be provided with all necessary services; k) does not prejudice the use or development of adjoining land in accordance with the appropriate Area Plan."
4.1 The site has been the subject of a great number of planning applications, none of which is considered relevant to the consideration of this latest application. The only application which has been refused related to the extension of a car park (PA 99/00304).
5.1 Douglas Corporation and Highways Division indicate that they do not oppose the application.
6.1 The proposed changes are very minor in nature and will improve the availability of facilities at the college site for the benefit of those who learn and teach there. The proposed works will not change vehicular access or parking nor will they affect the impact of the existing facility on those who live alongside in the various residential properties in the area. 6.2 As such the application is recommended for approval.
7.1 The local authority, Douglas Corporation is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (d), considered "interested persons" and as such should be afforded party status. 7.2 The Highway Authority is now part of the Department of Infrastructure of which the Planning Authority is part. As such, the Highway Authority cannot be afforded party status in this case.
