GP2 permits development in accordance with land-use zoning in Area Plans if it respects site surroundings, does not harm landscape/townscape character, amenities, road safety, or habitats, and provides satisfactory access. The officer assessed the temporary hoarding against this in the context of the site's business park zoning and approved office development; despite not enhancing character, its security purpose and temporariness made it compliant without adverse effects.

Time limit for removal
The hoarding hereby approved shall have been removed from the site within two years from the date of this notice or upon the completion of the building whichever is the sooner.
