Please have regard to the recent Appeal decision on PA 10-00204 and the Inspector's conclusions and in particular paragraphs 22 & 23 thereof.; Whilst this existing dwelling is not of great merit, as this is to be a complete replacement (i.e. a new house) should it not comply with the design guidance in Planning Circular 3/91?; This design could be much improved, and since it will be visible from areas of public resort it should be.
