Environment Policy 16
Requires rural buildings of sufficient quality for retention where works do not undermine character and traffic implications are acceptable. Environment Policy 21
Permits such buildings if not detrimental to countryside character in siting/design/size/finish and reflect functional purpose. New kennel on existing footprint deemed negligible visual impact (limited visibility, improvement over derelict structure), single-storey form functional for purpose.
