Officer's Report
The Site
The application site relates to The Cottage, Main Road, Michael, a double fronted dwelling situated on the north western side of the road.
The Proposal
This application seeks approval for the installation of replacement windows and door to the front elevation of the property. The existing windows are uPVC casements with decorative Georgian glazing bars. The door is also uPVC. The proposed replacement windows would be top opening casements with uPVC frames and Georgian glazing bars. The door would be very similar to the existing doors.
Planning Status
The application site is located within an area identified as being residential use by the Kirk Michael Local Plan. The site is also within a Conservation Area. The following policy contained with the Isle of Man Strategic Plan 2007 is judged to be relevant:
Environmental Policy 35, which states:
"Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development."

Assessment
Development within conservation areas is the subject of consideration against the provisions of EP35 which requires development to preserve or enhance the character of the area through the protection of special features which contribute to quality of the built environment.
In this case, the windows and door in the front elevation are clearly not original to the property (these would most likely have been timber sliding sash). The proposed windows would be very similar to the existing windows, although the inclusion of a horizontal glazing bar in the larger square shaped window at ground floor level is judged to be a marginal improvement.
The same assessment is true of the proposed door which would be almost identical to the existing. It is judged that the proposal would preserve the existing character of the Area and would not cause the loss of any existing special features.
Recommendation
Permit.
Party Status
It is considered that the following parties, who submitted comments, accord with the requirements of Planning Circular 1/06 and are therefore, afforded Interested Party Status:
Michael Commissioners Accordingly the following parties are not granted Interested Party Status: The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the installation of windows and door to the front elevation of The Cottage, main Road, Kirk Michael as shown by Location Plan, Window and Door Details and Proposed Elevation all received 23rd July 2010.
