General Policy 3 states development will not be permitted outside areas zoned for development except in listed exceptions such as essential agriculture, conversions, previously developed land, etc. The site is on 'white land' not zoned for development and in draft Incised Slopes area where business development must not detract from rural character or coalesce settlements.
