No formal decision was made as the application was withdrawn. The officer's report recommended refusal, reasoning that the existing cleaning business use was not lawful (not light industrial per Strat…
Business Policy
Requires new office floorspace in town/village centres or zoned land; exceptionally in business parks for HQs without callers or historic buildings where offices best secure maintenance. Officer assessed proposal fails as site in residential area, not exceptional case; non-conforming use intensification unacceptable.
Environment Policy 35
Permits only development preserving/enhancing conservation area character, protecting special features. Site in Selbourne Drives Conservation Area; report notes constraints but focuses on use impacts, not detailed design assessment against policy.
Do not oppose; re-use of existing building will not result in significant increase in traffic or parking requirements. On-street parking available during day. Later sought parking survey and hours info.
Multiple neighbouring residents object to the partial retrospective application for conversion of warehouse/light industry to office accommodation due to increased parking congestion, vehicle movements, noise, and amenity impacts from the current cleaning business operations; Highways Division requests further information rather than objecting outright.
Key concern: Severe parking congestion and road safety issues from increased vehicle movements in narrow residential lanes
Highways Division
Conditional No ObjectionWe have a number of objections from neighbours particularly relating to 1. Parking and 2. Impact on amenity through noise and hours of use.; An acceptable survey should be over a period of at least 2 weeks and will provide information on parking availability within a radius of approximately 50 metres of the site at various times of the day.; further clarification from the applicant on who, when and for how long the “cleaners” will be turning up at the premises.
Conditions requested: Parking survey over at least 2 weeks within 50m radius at various times (e.g. 8am, 2pm, 6pm, 8pm); Details on exact building use including hours of use, days of week, and staff numbers

Objectionthis is a retrospective application only being submitted as a result of pending planning enforcement action; the cleaning company has brought an un-neighbourly intrusion to the area; I would suggest that it would not be out of the question for the applicant through his tenants produce a traffic management scheme for this proposal.
Conditions requested: Hours of business restricted to Monday-Friday 09:00-17:00, no Bank Holidays; Obscure glazing to windows overlooking rear of 4 and 6 Berkeley Street; Traffic management scheme

Objectionthe applicant has made a mockery of Planning Regulations, several times withdrawing applications before judgement; Any application of this nature should only be permitted subject to stringent parking conditions.
Conditions requested: Stringent parking conditions

ObjectionThe cleaning firm who are now operating out of these premises are operating at unsociable hours running loud diesel engined vehicles at all hours.; I am heartily sick of the disruption they are causing in what was a quiet urban back lane.
Conditions requested: Restrict to permitted non-anti-social hours

Objectionparking in Berkeley Street is now at its premium, made worse by Spot-on-cleaners leaving their vehicles — moving them and altering disks.
