The site represents a presently undeveloped site in Balthane Industrial Estate. The site defined in red represents the undeveloped area alongside which and defined in blue, to the south west, is a vacant plot which has not been the subject of any previous planning application and opposite and behind the Island Timber depot, is a further area, also defined in blue, which is a depot for JCK - a groundworks, haulage and demolition company. To the north east is a warehouse operated by Mac's a local building company (approved under PA 07/1370) and to the north of that is a similar building.
The site lies within an area designated on the Town and Country Planning (Development Plan) Order 1982 and draft Southern Area Plan which was published on 23rd October, 2009 as Industrial. The site also lies within a hazard zone on the draft plan, relating to the gas containers to the north east of the site.
No planning applications have been submitted in respect of this site. Planning permission was granted for the erection of an industrial unit to the north east (as above). This building is 9.2 m in height and
with a footprint of 30.5 m by 22.5 m which is slightly wider and 1 m taller than the unit proposed on the plot to the north east but still lower than the building permitted under PA 03/1108.
Now proposed is an industrial building which will be exactly the same size and height as that approved to the north east. The colour of the external cladding is not specified in the application. Fourteen parking spaces are shown as being proposed in front of the building to cater for 675 sq. m of floor area which more than equates to the one space per fifty square metres of floor area required by the Strategic Plan for industrial development (Appendix Seven).
Malew Parish Commissioners indicate that they do not oppose the application.
The proposed development accords with the prevailing land use for the area and the building will be the same size, mass and appearance as that immediately alongside, and similar to that to the north east of the neighbouring building. The proposal provides sufficient parking space to accommodate the proposed use and the progressive development of the estate will bring about an improvement in its appearance, character and attractiveness to further investment.
The local authority is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (d), considered an "interested person" and as such should be afforded party status.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the erection of an industrial building with associated parking, as shown in drawings WL/10/1153/1, WL/10/1153/2 and WL/10/1153/3 all received on 26th March, 2010.
C 3. The cladding must match that on the existing building to the north east or otherwise be approved by the planning authority prior to the application of any external finish to the building.
C 4. Any proposal for the creation of further floorspace through the introduction of additional floors within the building must be the subject of further planning approval before being implemented and such proposal must address the need for the provision of further vehicular parking to accommodate the additional floorspace in accordance with the requirements of the Strategic Plan (Appendix Seven).
I confirm that this decision accords with the appropriate Government Circular delegating functions to the Senior Planning Officer.
