General Policy 2
Requires development to respect surroundings, not adversely affect landscape/amenity/trees/wildlife/highways, incorporate landscape features, and provide safe access/parking. Assessed as acceptable due to screened location, tree mitigations, no traffic increase, and necessity for educational parking despite zoning conflict.
Environment Policy 3
Prohibits unacceptable loss/damage to woodland with amenity/conservation value. 20 poor-quality trees removed after DAFF design input to avoid mature ones; compensatory planting, root protection, and permeable surfaces addressed tension with zoning.
Environment Policy 40
Prohibits damage to archaeological sites/Ancient Monuments or settings. Site (former formal gardens) investigated by Centre for Manx Studies; nothing found, so watching brief conditioned.
Environment Policy 41
Requires archaeological evaluations prior to determination on sites of potential significance. Pre-submission investigations complete; condition for archaeologist access during works.
Community Policy 5
Supports extensions/improvements to educational institutions if compliant with other policies. Parking needed to support approved Business School use.

The development hereby permitted shall commence before the expiration of four years from the date of this notice.

Tree protection during works
The new access road, footpath and car parking shall not be constructed until adequate steps, which shall have been submitted to and approved in writing by the Planning Authority, have been taken to safeguard against damage or injury during construction works to all trees on the site, or those whose root structure may extend within the site. In particular no excavations, site works, trenches or channels shall be cut or pipes or service laid or any other works carried out in such a way as to cause damage or injury to the trees by interference with their root structure and no soil or waste shall be deposited on the land in such a position as to be likely to cause damage or injury to the trees.
Retention of trees
The existing trees indicated on the approved plans to be retained shall not be cut down, grubbed out, topped, lopped or uprooted without the written consent of the Planning Authority. Any trees removed without consent, or which die, are dying or become seriously damaged or diseased within five years from the completion of the development shall be replaced, as soon as practicable, with trees of a similar size and species.

Prior to the commencement of works, a tree planting scheme shall have been submitted to and approved in writing by the Planning Authority. All planting comprised in the approved details of the scheme must be carried out in the first planting seasons following the completion of the development.
