General Policy 3
Prohibits development outside zoned areas except for essential agriculture/forestry operations under (f). Officer applied the exception exceptionally to non-agricultural storage need for estate maintenance, deeming it sufficient to outweigh general countryside restrictions.
Environment Policy 3
Prohibits development causing unacceptable loss/damage to woodland of amenity/conservation value. Proposal satisfied as building sited in existing clearing with no tree impact, screened by mature trees, and coloured dark green to minimise visual harm.
Environment Policy 15
Requires agricultural/horticultural need for countryside buildings outweighing restrictions, sited near existing groups, appropriate scale/design, sympathetic to landscape. Need accepted for maintenance storage despite non-agricultural use and remote siting in woodland (contrary to clustering preference), justified by minimal intrusion and estate scale.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Restricted use to maintenance storage
The building must be used only for the purposes of storage for machinery, plant and materials for the maintenance of the buildings and upkeep of the grounds within the site defined in the application. Reason: the use has been exceptionally approved solely to meet need and its subsequent retention would result in an unwarranted intrusion in the countryside.
Dark green colouring
The building must be finished in a dark green colour as shown in the approved drawings and retained as such thereafter. Reason: to minimise the visual impact of the development in its wooded setting.
