Housing Policy 14
Policy limits replacement dwellings to the same footprint and no more than 50% larger floor area unless changes result in overall environmental improvement or more traditional character with less visual impact. The proposal exceeds this at 215% increase, contrary to the policy, but was accepted due to weight given to commenced prior approval 04/01353/B which predated the policy. Minor fenestration change did not alter massing or visual impact.
Environment Policy 2
Protects Areas of High Landscape or Coastal Value and Scenic Significance (AHLV), prioritising landscape character unless development shown not to harm it. Site is in such an area; amendments assessed as having no adverse impacts on landscape character or visual amenities.
Policy 3 of Planning Circular 3/91: Guide to the Design of Residential Development in the Countryside
Restricts development outside zoned areas except for specified exceptions including replacement of existing rural dwellings (cross-referencing Housing Policies 12-14). Proposal qualifies as replacement dwelling exception in rural AHLV location.
Time limit
The development hereby permitted shall commence before the expiration of four years from the date of this notice.

This approval relates to the erection of a replacement dwelling (amendments to PA 04/01353B) as proposed in the submitted documents and drawing 09 0606/1 all received on 4th December 2009.
Window details
The subcills must be pre-formed concrete cills to a depth of 0.15 m and the windows all timber framed sliding sashes all as shown in the approved drawing.
