General Policy 3
Permits buildings essential for agriculture outside zoned development areas (paragraph f). Officers applied this to justify shelters in open fields zoned partly residential/partly agriculture/open space, after confirming agricultural need via DEFA assessment of goat housing requirements.
Environment Policy 1
Protects countryside from developments adversely affecting its ecology and character unless overriding national need with no alternative. Shelters deemed not harmful due to partial visibility only, screened siting, and functional agricultural appearance fitting grazing fields.
Environment Policy 15
Requires agricultural need sufficient to outweigh countryside policy, sited near building groups where possible, appropriate scale/design/materials sympathetic to landscape, and no unacceptable residential impacts. Need accepted; siting justified by vegetation screening despite not always near groups; dark green materials blended; no amenity harm.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Materials - colour
The nine livestock shelters hereby approved must be a dark green/olive green colour and be retained thereafter. Reason: To minimise the visual impact of the development.
Agricultural use only
The nine livestock shelters hereby approved must only be used for agricultural purposes. If they are no longer used or required for these purposes, they must be removed from the site to the satisfaction of the planning authority. Reason: The site is not designated for development and exception is made relating to the agricultural justification of the proposal. If no such need is apparent, there is no justification for the structures and they should be removed.
