THE SITE 1.1 The site is the curtilage of a relatively new house situated on the north western side of Ramsey Road in Peel, opposite Belle Vue Park. The property faces onto Ramsey Road but is part of a small cul de sac of nine dwellings all built in the early 2000s. This dwelling is a detached two storey house which has a conservatory on the rear which has a footprint of 2.7m by 5.1m and is 2.3m to the eaves and 3.5m to the apex. The conservatory faces towards Ramsey Road. There is a timber fence with undulating height around the sides and rear of the property which is around 1.6m in height and allows a relatively unrestricted view of the rear of the property.
THE PROPOSAL 2.1 Proposed is the replacement of the existing conservatory roof which is finished in polycarbonate sheets, with a sheeting system which replicates rows of tiles. In this case they would be "burnt umber".
PLANNING STATUS AND POLICY 3.1 The site lies within an area of Predominantly Residential on the Peel Local Plan of 1989.
3.2 The key issues in this case are whether the proposed change to the roofing material would adversely affect the appearance of the property or the amenities of those in adjoining properties in accordance with General Policy 2c and 2g.
PLANNING HISTORY 4.1 The dwelling was approved under PA 99/01763/B and the conservatory added under PA 10/01582/B. A shed was also approved under PA 04/01973/B.
REPRESENTATIONS 5.1 Peel Town Commissioners indicate that they do not oppose the application.
ASSESSMENT 6.1 Whilst the conservatory roof will be visible and may have a marginal impact on the prominence of the conservatory, it remains a predominantly glazed structure and very much ancillary to the main dwelling. It is not considered that the change in roofing material will have an adverse impact on the appearance of the property.

12 September 2014 14/00940/B Page 2 of 3 6.2 The adjacent property also has a conservatory on its rear elevation although this has a glazed roof. The change in roofing material is not considered to have an impact on the amenities of those in the adjacent property: it will not significantly change its appearance and will not introduce any additional overlooking or massing.
6.3 The proposal is considered to accord with the principles of GP2 and is recommended for approval.
PARTY STATUS 7.1 The local authority is, by virtue of the Town and Country Planning (Development Procedure) (No 2) Order 2013, paragraph 6 (4) (e), considered "interested persons" and as such should be afforded party status.
7.2 Department of Infrastructure Highway Services is granted interested party status under the Town and Country Planning (Development Procedure) (No 2) Order 2013 paragraph 6 (4) d.

Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
