The officer assessed whether there was sufficient agricultural justification for the structures, their siting, and impact on landscape character.
Environment Policy 1
Requires protection of countryside unless overriding national need with no alternative. Officer found agricultural need for rare breeds and local food production outweighs general restrictions, with acceptable impact.
Environment Policy 2
Prioritises landscape character in AHLV unless no harm or essential location. Mobile shelters in screened fields would not harm character/quality, and location supports agricultural function.
Environment Policy 15
Permits agricultural buildings if need outweighs countryside policy, sited near buildings, appropriate scale/materials/siting. Structures meet need, are sympathetic (mobile, low height), but excludes exposed fields near highway; no residential amenity issues raised.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Siting restriction
No approval is granted for the siting of the shelters in Field 334898 and Field 330417.
