Policy O/RES/P/21 of the Onchan Local Plan (Planning Circular 1/2000)
Requires extensions/alterations to be appropriate in scale, massing, design, appearance, and impact on adjacent property. Officer assessed proposal complies as alterations have limited character impact, full storey addition is minimal/sympathetic, balcony fits local glazing character, and garage respects surroundings without harming neighbours.
General Policy 2
Permits development in line with zoning if it respects site/surroundings (siting/layout/scale/design), avoids adverse amenity/character/traffic/highway impacts, and provides parking. Officer found proposal satisfies as amendments address prior concerns, no amenity loss to neighbours Nos. 45/47 via separation/obscure glazing, minimal streetscene impact, parking unchanged; presumption in favour of extensions in built-up areas without adverse effects per para 8.12.1.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Obscure glazing on balcony screen
The glass in the 1.8 metre screen at the south west elevation of the top floor balcony shall be obscure glazed and retained as such, as indicated on the approved drawings. The level of obscuration must at all times be no less than Level 5 as detailed in the Pilkington textured glass range or equivalent. Reason: To safeguard the amenities of adjoining occupiers from overlooking and loss of privacy.
