General Policy 2
Requires development in line with zoning, respecting surroundings, providing adequate parking/access without unacceptable highway impact or harm to amenity (points g,h,i). Officer assessed parking (10 spaces) and traffic from +8 children acceptable given 85% occupancy, no Highway objection, and no significant harm to safety/free flow or residential amenity.
Community Policy 2
New community facilities should serve local population, be accessible to non-car users, and re-use existing buildings. Expansion of nursery in converted chapel complies as it re-uses vacant/underused building for local child care.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice.
Parking restrictions
The vehicle parking at the front and south of the building as shown on the approved plans, shall not be used other than for the parking of vehicles by parents in connection with the use of the building hereby approved, and shall be kept free of obstruction for such use at all times. The three parking spaces on land to the north shall not be used other than for the parking of vehicles by staff or parents in connection with the use of the building and shall be kept free of obstruction for such use at all times.
Maximum children
The maximum number of children attending the building at any one time shall not exceed twenty seven.
