3 July 2014 · Delegated - Senior Planning Officer (M Kalligher, Director of Planning and Building Control)
Former Gas Production And Storage Area, South Quay, Douglas, Isle Of Man, IM1 5at
The proposal sought consent for five non-illuminated Dibond signage boards (2.44m wide x 1.22m high) to be fixed to the painted render boundary wall of the car wash site, with content to be sold to third-party advertisers rather than relating to the on-site business.

The officer determined that the signage would have a detrimental impact on visual amenity due to the site's relatively open and highly visible nature, contrasting with the area's character of openness…
General Policy 7
General Policy 7 states: 'Within our towns and villages, the display of external advertisements on sites or buildings other than those to which they relate will not generally be permitted'. The officer assessed that the proposed third-party advertisements did not relate to the car wash business on the site, directly conflicting with the policy. Although 'generally' allows some flexibility, it was not warranted here as the signage would detrimentally impact visual amenity in the open area.
Environment Policy 38
Environment Policy 38 states: 'Advertisements close to Conservation Areas must respect and preserve the character and appearance of the area to ensure that views into and out of such areas are protected'. The site is highly visible from the North Quay Conservation Area; the officer judged the signage's negative visual impact as harmful to these views, failing the policy test despite stricter controls near Conservation Areas focusing on amenity over aesthetics.
This location, while on a primary distributor route, is within a 30 mph speed limit and sufficiently remote from any junction to avoid causing a distraction to drivers sufficient to merit refusal on highway safety grounds.
