General Policy 2
Requires development in zoned areas to respect siting, scale, design, visual amenities, residential amenity, highway safety, parking and traffic without adverse effects. Officer assessed the proposal as compliant on most criteria (visual/streetscene behind buildings, no amenity loss in industrial area, no highway impact) despite food use not matching light industrial zoning, treating it as ancillary due to scale and site history.
Business Policy 5
Permits only industrial/storage or limited retailing on industrial land if items too large for town centres or produced on-site without harming town centre viability. Food/drink unit fails this strict test as retailing not produced on-site, but officer approved as minor ancillary facility for estate users, justified by previous amenity designation and low scale/impact.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Timber cladding
Prior to the operation of the unit the timber cladding is required to be completed and retained thereafter. Reason: In the interests of visual amenities of the area.
Removal if discontinued
The building hereby approved shall be removed and the ground restored to its former condition in the event that it is no longer used for 3 months. Reason: Its subsequent retention would result in an unwarranted intrusion in the area.
Decking boundary
The external decking area may not go beyond the boundary of the application site (red line). Reason: In the interest of highway safety.
