GP8 permits external advertisements in rural areas if on/near premises, not detracting from area/landscape, using traditional materials unless inappropriate, minimal hooded essential illumination, no highway hazard, and no ecological lighting impact. Officer applied this despite site's mixed industrial use, testing signage location, materials (accepted modern over traditional due to context), visual impact (conditioned), highway safety (deferred to Highways), and lighting (details conditioned). Agent accepted policy applicability; farmhouse setting considered but not policy-barred.
