I refer to the recent appeal in respect of the above planning application.
In accordance with the provisions of the Town and Country Planning (Development Procedure) (No 2) Order 2013, I am enclosing herewith a copy of the report of the person appointed to consider this appeal.
The Minister, the Hon P A Gawne MHK, has considered the report, concurs with the appointed person's conclusions, and accepts the recommendation that the appeal should be dismissed. Accordingly, he has directed that the Planning Committee's Refusal of the application should be confirmed. Formal notice of this decision is attached.

In pursuance of his powers under the above Act and Order, the Minister for Infrastructure, the Hon P A Gawne MHK, does hereby in the name of and on behalf of the Department REFUSE planning application 14/00332/A by Haven Homes Limited for Approval in principle for residential development including new highway access, Site of former Lancashire Hotel, Furness Cottage and Land to rear of Lancashire Hotel, New Castletown Road, Newtown for the following reason(s):
- Whilst the scheme could be seen as bringing some benefits to the area in the form of additional housing and increased play, recreation and community facilities, the majority of the site is not designated for development and the site is not a sustainable one which is suitable for significant additional housing in terms of its designation in the Strategic Plan and the simple absence of amenities and facilities. It is not considered appropriate that a development of the siting and size proposed be approved in the absence of any land use designation or any assessment of need; nor is it appropriate to prejudge the Area Plan for the East by considering that Newtown is suitable for further expansion of this scale or to consider that this is the site for such an expansion, were it to be considered appropriate in principle. As such the proposal is contrary to Strategic Policy 2, General Policy 3, Spatial Policy 4 and Environment Policies 1 and 2 of the Isle of Man Strategic Plan 2007.
