The property is a 5 storey (plus basement level) Victorian terraced dwelling, which would have once been a guest house and now forms residential accommodation (flats). 2.0 THE PROPOSAL 2.1 The application seeks approval for installation of roof lights and sun pipes (partial retrospective). 3.0 PLANNING HISTORY There are no previous planning applications which are considered relevant in the assessment and determination of this application. 3,1 DEVELOPMENT PLAN POLICIES In terms of local plan policy, the application site is located within an area designated as Mixed Use (Residential and Offices) in the Ramsey Local Plan (No. 2) Order 1998, Map No. 2 (South). The site is not within a Conservation Area. 4.0 4.1 In terms of strategic plan policy, the Isle of Man Strategic Plan 2007 contains one policy that is considered specifically material to the assessment of this pianning application. The relevant extract of General Policy 2 states: "Development which is in accordance with the land-use zoning and proposals In the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development: 4.2 respects the site and surroundings in terms of the siting, layout, scale, form, design and landscaping of buildings and the spaces around them; does not affect adversely the character of the surrounding landscape or townscape; does not affect adversely the amenity of local residents or the character of the (b) (c) (g) locality". 5.0 REPRESENTATIONS 5.1 The Ramsey Commissioners have no objection. 6,0 ASSESSMENT 14/00237/B Page 1 of 3 3 April 2014

The property is not within a Conservation Area, but it is within a terrace of Victorian 6.1 properties located in a prominent position on the Mooragh Promenade. Given the size and design of the velux windows (similar to Conservation styled roof lights) and the very modest size of the tops of the two sufci tubes all within the sizeable roof plaiTRXDf the building, it is not considered the proposed works would significantly affect the visual appearance of the street scene or upon the individual property. 6.2 As a result, it is concluded that the planning application does not conflict with General Policy 2 of the Isle of Man Strategic Plan 2007. 6.4 7.0 RECOMMENDATION 7.1 For these reasons the proposals is considered to comply with the relevant polices of the Strategic Plan and therefore recommended for an approval. 8.0 PARPf STATUS It is considered that the following meet the criteria of Town and Country Planning (Development Procedure) Order 2013, paragraph 6 (4) and should be afforded interested party status; 8.1 Ramsey Commissioners Recommendation Recommended Decision: Permitted Date of Recommendation: 03.04.2014 Conditions and Notes for Approval / Reasons and Notes for Refusal C : Conditions for approval N : Notes attached to conditions R : Reasons for refusal 0 : Notes attached to refusals C 1.
