1.0 THE SITE 1.1 The application site comprises the curtilage of an existing property, Belvedere Court, Mooragh Promenade, Ramsey. The property is a 5 storey (plus basement level) Victorian terraced dwelling, which would have once been a guest house and now forms residential accommodation (flats).
2.0 THE PROPOSAL 2.1 The application seeks approval for installation of roof lights and sun pipes (partial retrospective).
3.0 PLANNING HISTORY 3.1 There are no previous planning applications which are considered relevant in the assessment and determination of this application.
4.0 DEVELOPMENT PLAN POLICIES 4.1 In terms of local plan policy, the application site is located within an area designated as Mixed Use (Residential and Offices) in the Ramsey Local Plan (No. 2) Order 1998, Map No. 2 (South). The site is not within a Conservation Area.
4.2 In terms of strategic plan policy, the Isle of Man Strategic Plan 2007 contains one policy that is considered specifically material to the assessment of this planning application. The relevant extract of General Policy 2 states: "Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:

6.1 The property is not within a Conservation Area, but it is within a terrace of Victorian properties located in a prominent position on the Mooragh Promenade.
6.2 Given the size and design of the velux windows (similar to Conservation styled roof lights) and the very modest size of the tops of the two sub tubes all within the sizeable roof plains of the building, it is not considered the proposed works would significantly affect the visual appearance of the street scene or upon the individual property.
6.4 As a result, it is concluded that the planning application does not conflict with General Policy 2 of the Isle of Man Strategic Plan 2007.
7.1 For these reasons the proposals is considered to comply with the relevant policies of the Strategic Plan and therefore recommended for an approval.
8.1 It is considered that the following meet the criteria of Town and Country Planning (Development Procedure) Order 2013, paragraph 6 (4) and should be afforded interested party status:
