General Policy 2
Requires development to respect site/surroundings in scale/form/design, not adversely affect townscape character, incorporate landscape features like trees, and not harm local residents' amenity or locality character. Officer found Conservation Area/townscape impacts acceptable due to existing similar features, but failed on amenity (overlooking to neighbours at 8-11m) and landscape (potential tree loss), tipping balance to refusal.
Environment Policy 35
Permits only development preserving/enhancing Conservation Area character and protecting special features. Assessed as not unduly harmful: rear lane not highly visible, matches mix of local outriders/extensions (e.g. adjacent sun terrace), materials appropriate; no significant negative alteration.

Kieron Walls, a neighbouring resident, objects to the application due to privacy/overlooking issues, inaccuracies in submitted plans, and harm to the Victorian character of the conservation area; Douglas Corporation has no objection.
Key concern: Privacy and overlooking into multiple private rooms of neighbouring property

ObjectionI would formally like to note my objection to the proposed application; the conversion of the roof of the outside store to a sun deck would look directly into five rooms on the back of my property; Properties in this area should be protected from extensions/development that are not in keeping with preserving the Victorian character that they have; this proposed development should not be permitted on the grounds it does not meet several of the requirements set out in the policy
