PLANNING OFFICER REPORT AND RECOMMENDATIONS Application No.: Applicant: Proposal: Site Address: 14/00102/B Miss Jane Susan Knowles Re-roofing of dwelling and installation of roof light 7 Malvern Road Douglas Isle Of Man IM2 5AS Case Officer: Photo Taken : Site Visit: Expected Decision Levei: Officer Delegation Miss Laura Davy Officer's Report 1.0 THE SITE 1.1 The application site is the curtilage of 7 Malvern Road, Douglas which is a two storey mid terrace property situated to the northern side of the highway. The property is of yellow and red face brick construction and has crenulations to the front of the property. The property forms part of a terrace which is a distinctive terrace within the Selbourne Drive Conservation Area. The adjoining property number 8 Malvern Road has had the roof replaced with slates which are much darker than the heather tiles on the application property. 2.0 THE PROPOSAL 2.1 The application seeks approval for the installation of a replacement slate roof and the installation of rooflight in the front elevation. The roof light would measure approximately 0.78m X 0.55m. The roof would be finished with Spanish Cupa 5 slates. 3,0 PLANNING HISTORY 3.1 The previous planning applications are not considered to be specifically material in the assessment of the current application. 4.0 DEVELOPMENT PLAN POLICIES 4.1 The application site is within an area zoned as "Predominantly Residential" identified on the Douglas Local Plan 1998. It is also within the Selbourne Drive Conservation Area. Given the nature of the application it is appropriate to consider General Policy 2 and Environment Policy 35 of the Isle of Man Strategic Plan (20th June 2007). 4.2 General Policy 2 Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development: b) respects the site and surroundings in terms of the siting, iayout, scale, form, design and landscaping of buildings and the spaces around them; c) does not affect adversely the character of the surrounding landscape or townscape. 4.3 Environment Policy 35 Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development. 3 March 2014 14/00102/B Page 1 of 3

5.0 CONSULTATIONS 5.1 Douglas Corporation has not commented 6.0 ASSESSMENT 6.1 The application seeks approval for the re-roofing of the property including the installation of a rooflight in the front elevation. The main issue to consider in the assessment of the application is the impact upon the character and appearance of the Conservation Area. 6.2 The re-roofing of the property would be carried out using Spanish slates which are much darker than the existing heather coloured Welsh slates. The terrace originally would have had matching tiles which would have been heather Welsh slates or similar. Over time the details on the terrace have been watered down including the use of the original coloured slate. The adjoining property 8 Malvern Road has had dark slates installed. Given that 8 Malvern Terrace has had replacement slates it is considered that the proposed slates at the application site would not have an adverse effect on the character and appearance of the property or Conservation Area in general. 6.3 For the above reasons the application is considered to be acceptable and is recommended for approval. 7.0 PARTY STATUS 7.1 The local authority, Douglas Corporation is, by virtue of the Town and Country Planning (Development Procedure) (No 2) Order 2013, paragraph 6 (4) (e), considered an "interested pei^on" and as such should be afforded interested person status.
