1. It has not been demonstrated that the proposed digital advertising display will not have an unduly harmful effect in respect of highway safety. This has been determined having had regard to part (c) of General Policy 6 of the Isle of Man Strategic Plan.
2. By virtue of its materials, size and prominence within the streetscene, the proposed digital advertising display would have an unduly harmful effect on the character and appearance of the streetscene, in conflict with Environment Policy 37.
