General Policy 2
Requires development not to prejudice adjoining land uses or visual amenity. Officers found the proposal acceptable as it relates well to adjoining residential properties, does not worsen industrial impacts on the garden, and maintains visual amenity under controls.
Environment Policy 24 - Pollution sensitive development
Permits pollution-sensitive uses near pollution sources if measures safeguard amenity. Site visit confirmed existing courtyard already experiences noise/odour from industry; garden use will not exacerbate this, and applicant accepts impacts.
Environment Policy 42
Protects open/green spaces contributing to visual amenity and sense of place. The overgrown site's minimal contribution to amenity means small-scale change has negligible impact; conditions prevent over-domestication.
Business Policy 5 - Land zoned for industrial use
Restricts non-industrial uses on zoned land. Proposal conflicts as it changes to residential curtilage, but outweighed by site's unsuitability for industry (topography, overgrowth, separation) and emerging plan re-zoning.
