General Policy 3
Presumes against development in the countryside unless on previously developed land (GP3c). Officer assessed site as previously developed via prior approval PA17/01254/B, establishing principle of tourist pods and welcome centre as acceptable.
General Policy 2
Requires no harm to amenities (g), highway safety/parking (h,i). Proposal compliant due to modest scale, no overlooking/overbearing impact on neighbours, and Highways no objection with 15 allocated spaces.
Environment Policy 1
Protects countryside from detrimental impacts. Timber pods at lower level provide concealment in woodland, no significant ecology harm, addressed via landscaping and bat lighting conditions.
Environment Policy 2
Protects Areas of High Landscape Value. Pods in keeping with setting, lesser intensity than previous, no visual detriment to rural character.
Business Policy 11
Supports tourism. Aligns with government initiatives for short-stay holidays.
Business Policy 13
Relevant to business/tourism assessment; proposal complies overall.

No highway safety issues with existing car park use.

Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
Holiday accommodation only
The development hereby approved shall not be used or occupied other than for the purpose of short-let holiday accommodation and shall not be used as a separate dwelling. The accommodation hereby approved shall not be occupied by the same person(s) for a single period or cumulative periods exceeding 28 days in any calendar year. Reason: To ensure that the development is only used and occupied as short let holiday accommodation and to prevent the creation of an unjustified separate dwelling in the countryside.
Landscaping scheme
Prior to the commencement of development (including earthworks or vegetation clearance) a scheme of landscaping which shall include details of both hard and soft landscape works and earthworks, has been submitted to, and approved in writing by, DEFA Planning. The scheme as approved shall be carried out in the first planting season following the completion of the development. Any trees, shrubs or plants that die within a period of five years from the completion of each development phase, or are removed and/or become seriously damaged or diseased in that period, shall be replaced (and if necessary continue to be replaced) in the first available planting season with others of similar size and species. Reason: To ensure satisfactory landscape treatment of the site which will enhance the character, appearance and ecology of the site and the area.
External lighting
No external lighting shall be installed on site unless details of such lighting, which shall be a sensitive lighting plan, following best practise as detailed in the Bat Conservation Trust and Institute of Lighting Professionals Guidance Note 8/23 on Bats and Artificial Lighting (2023) have been first submitted to, and approved in writing by, the Local Planning Authority prior to first occupation/use of the site. Any external lighting that is installed shall accord with the details so approved. Reason: In the interests of the amenity of the wider area and to ensure that lighting is appropriate for the area.
No objection; no significant negative impact upon highway safety, network functionality and/or parking as the site will have a similar operation to the previous and approved site proposals, and there is enough car parking within the Glen Helen site.
No objection
No objection
No objection subject to soft landscaping conditions and that any low level lighting is considered from a bat protection perspective
