The principle of a seasonal campsite was established by prior approval PA 12/00136/B, so assessment focused on season extension (from 5 to approx 6 months) and allowing motorhomes/caravans throughout,…
General Policy 3
Presumption against development on undesignated land; site contrary to plan hence Committee referral. Assessed as low-impact tourism extension not warranting refusal given established campsite.
Environment Policy 1
Protects countryside character; proliferation of motorhomes/caravans could harm openness but limited pitches, hedgerows (2-3m screening 2.8-3m vehicles), and restricted season mean no unacceptable visual intrusion.
Environment Policy 2
Two tests for High Landscape Value/Scenic Significance: no harm to landscape character (mitigated views) or essential location (near services/TT course); satisfied as no material harm.
Environment Policy 22
No unacceptable harm to amenity via noise/light/odour etc; pitch limits/non-use areas prevent significant increase over existing.
Strategic Policy 8
Tourist development permitted if no adverse environmental/highway effects and enables attraction enjoyment; uses existing site fabric, no highway issues, supports tourism access.
Business Policy 11
Tourism in rural areas subject to countryside protections applied equally; low-impact seasonal extension acceptable.

Department of Economic Development
SupportQuality and Service Team at Isle of Man Tourism, Department of Economic Development fully supports the above planning application.; This application also meets the strategic objective within the Destination Management Plan to extend the season
Department of Infrastructure Highways Division
No ObjectionHighway Services do not oppose this application.; Following further discussions with the planning officer and in the abscence of detailed drawings, a design assessment has been carried out by the highways officer and the current access appears to be capable of accomodating large vehicles that require a greater turning radius than cars.; The application should be refused on the grounds that the proposal fails to provide safe and convenient access for all road users as required by GP2 (h) of the IoM Strategic Plan 2016
Ballaugh Parish Commissioners
No ObjectionBallaugh Parish Commissioners have now considered the above proposed development, and have no objectons thereto.
