The officer considered the proposal acceptable as a temporary use specifically for the TT race period, finding no significant adverse impact on public or private amenity.
General Policy 2
Requires development to respect site surroundings, not adversely affect amenity, character, highways, or Conservation Area features. Officer assessed the temporary marquee and market as compliant due to short TT duration, no significant amenity/highway harm, and sustainable location, despite car park loss.
Environment Policy 22
Prohibits unacceptable harm from noise, odour, light pollution etc. to amenity/environment. No objections received and historical TT events accepted; conditioned hours mitigate residential disturbance.
Environment Policy 35
Requires development in Conservation Areas to preserve/enhance character. Marquee design not an enhancement and strictly contrary, but temporary TT nature and public benefits (economic/TT support) outweighed limited visual harm, especially vs. other promenade TT structures.
Transport Policy 7
Requires parking per standards. Acceptable as site in sustainable Douglas location near bus station/hotels; Highway Services no objection, alternative parking available.
Time limit for structures and operation
The temporary building/s hereby approved on this site shall not be in situ before the 21st May 2025 and shall be removed from the site by the 11th June 2025. The use hereby approved shall not be in operation and open to member of the public before the 24th May 2025 or after the 8th June 2025.
Operating hours
No customers shall be served or remain in the site outside the following hours; Monday to Sunday 1200noon to 2200hrs.
No significant negative impact upon highway safety, network functionality and/or parking as the site is in a sustainable location in Douglas with visitor parking available at multiple sites in the centre.

Key concern: additional site stretches policing patrols during TT festival
Isle of Man Constabulary
Conditional No ObjectionFrom a Design Out Crime/Crime Prevention point of view, I would ask that the following is considered; This additional site during the TT festival stretches policing patrols; early engagement is sought between the applicant and the Constabulary to support the venture
Conditions requested: Boundaries are clearly marked out and identified and the security of the site addressed when it is closed; Removal of valuables, such as money and equipment at the end of each day; Remove any equipment that an offender could use to enter the tent. Any climbing aids such as bins to be chained together to prevent removal; Consider property marking any equipment that is expensive or be seen as a ‘souvenir’; Access into the venue monitored with enough trained staff for permitted numbers; Formal surveillance - CCTV considered for the purpose of prevention and detection of crime with correct signage; Vendors stalls and food outlets positioned for clear line of sight and natural surveillance; Furniture placed so as not to hinder pedestrian flow; Rules of the premises visible including licence holder(s), contact information of the site manager, CCTV in use, open/closing times; Security staff clearly identifiable; early engagement sought between the applicant and the Constabulary
