General Policy 2
Requires development to respect site/surroundings in siting, scale, design; not adversely affect amenity, character, highways, or views. Environment Policy 22
Prohibits development harming amenity via noise/light pollution etc. Satisfied with music hour condition aligning with licensing, as confirmed by Environment Protection Unit.
Recreation Policy 2
Protects open space/recreation facilities unless overall community gain. Small public open space loss adjacent to pump station deemed acceptable temporarily due to no significant effect on provision or amenity during TT.
Transport Policy 7
Requires parking per standards. Existing Douglas parking, public transport and walking access sufficient for event visitors; temporary car park loss accepted due to TT context.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice.
TT temporary period and restoration
In any given calendar year, the temporary building/s hereby approved on this site shall not be in situ more than 7 days before the first day of practice week for the TT or more than 7 days after the last race day of the TT. The site shall be restored to its former condition within 7 days of the temporary building/s being removed after the event. For the avoidance of doubt no approval is granted for the retention of the temporary building/s between any of the racing events and this approval is only for the following years; 2018, 2019, 2020, 2021 & 2022
Music hours
The hours that live music/amplified can be operated should be limited to between 1200hrs noon and 0000hrs midnight.
Content with the music restrictions placed on the operators detailed on the licence issued by the Licensing Bench.
Douglas Borough Council has no objections to the application in two separate consultation responses, and the Department of Infrastructure Highways Division has no highways interest.
