General Policy 3
General Policy 3(f) permits development essential for agriculture in countryside (zoned 'not for development'). Officer assessed functional need via farm census, livestock details, and existing barn's unsafety; confirmed by Agricultural Policy Manager as active holding, accepting principle despite 'chicken and egg' risks of unwarranted proliferation.
Environment Policy 1
Protects countryside from unwarranted development. Proposal accepted as justified agricultural exception with minimal visual impact due to infill location in farm cluster, not open countryside.
Environment Policy 15
Sets design criteria for agricultural buildings: sited close to existing groups, appropriate scale/materials/colour/siting/form. Siting on existing footprint in cluster approved; modern materials (steel frame, cladding, boarding) deemed suitable despite not matching stone, as expected for functional barn.
Environment Policy 4
Mentioned in conclusion as broadly accorded with; officer focused on countryside protection aspects aligned with other ENV policies, no specific tension noted.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
Removal if agricultural use ceases
In the event that the building hereby approved is no longer used or required for the agricultural purposes for which it is proposed, the building must be removed from the site and the site returned to its natural state, within 18 months of the date the use ceased. Reason: The building has been exceptionally approved solely to meet the specific use based on the information provided, and its subsequent retention would result in an unwarranted intrusion in the countryside.
Agricultural use only
