The proposal was approved because 'the design of the proposal is acceptable in respect of scale, position and materials' and 'accords with Strategic Policy 1, General Policy 2, and is not contrary to …
Strategic Policy 1
Requires development to optimise previously developed land, ensure efficient site use, and utilise existing infrastructure. The officer assessed the infill on existing farmstead in industrial zone as making best use of the site within the group of agricultural buildings.
General Policy 2
Permits development in accordance with zoning and Area Plan if meeting criteria on design, scale, landscape character, habitats, amenity, flooding, etc. The proposal met relevant criteria (a, b, c, d, f, g, l, m, n) due to subservient scale, matching materials, infill position, and no adverse impacts.
Environment Policy 4
Prohibits development adversely affecting species and habitats. No issues identified near protected woodland (RA0870, BD37) due to separation distances.
Environment Policy 8
Prevents agricultural buildings breaching water protection code. Surface water managed adequately with no pollution risk to nearby river.
Environment Policy 13
Prohibits unacceptable flood risk. Site not in flood zone; increased runoff negligible with gutters, and farmstead capable of management.
Environment Policy 22
Prevents harm from pollution, emissions, noise etc. No unacceptable impacts due to separation from sensitive areas.
Environment Policy 23
Requires consideration of adverse impacts on neighbours from alterations. No residential properties within 200m, so no amenity concerns.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
Agricultural use only
The building must be used only for agricultural purposes. Reason: The countryside is protected from development and an exception is being made on the basis of agricultural need. As such the building must be used for the purposes for which it is approved.
