Officer’s Report

1.0 Description - 1.1 The proposed application 23/01407/B for the construction of a new Sewage Treatment Works and creation of new vehicular access was approved at appeal on 16.07.2024 subject to 19 conditions, some of which required submission of additional information prior to the commencement of works. - 1.2 This report is specific to Condition (6) which the applicants are seeking to satisfy. - 1.3 Specific wording of the condition is as follows:

No works shall commence, including any works of site clearance and ground preparation, until a Construction Waste Management Plan has been submitted to and approved in writing by the Department. The Plan shall identify the main waste materials expected to be

generated during the construction phase, together with measures for dealing with such materials so as to minimise waste and maximise re-use and recycling. Development shall be carried out in accordance with the approved Plan.

REASON: In order to secure more efficient use of energy through waste reduction, pursuant to the Strategic Objective (Resources) of the Strategic Plan.

2.0 Proposal - 2.1 The applicants have submitted details providing information for Construction Waste Management Plan during the construction period along with a duly completed AIRC form on the 10.01.2025. - 2.2 Waste Management The EWW Site Waste Management Plan template will be used during this contract to record predicted waste types and quantities, details of waste contractors and disposal sites, quantities of waste disposed of and recycling rates achieved. - 2.3 Anticipated Waste Materials The following waste materials are anticipated and their disposal/ recycling routes outlined below: Topsoil:

• - Topsoil will be stored for reuse as much as possible across the site, especially from within the fungi zones. There will be a surplus quantity of topsoil originating from field 311835 (treatment works site). This material will be transported to PCS's licensed recycling facility in Andreas Subsoil:
• - Excavated subsoil will be re-used as much as possible to construct the raised platform within which the treatment works are to be constructed. Extensive testing will be carried out to maximise the reuse of the excavated materials and reduce the amount of imported quarried materials required.
• - Surplus topsoil will be transported to PCS's licensed recycling facility in Andreas. Hardcore:
• - Site laydown areas and compounds shall be protected with hardcore/recycled type 2 subbase. Upon completion of works this material will be transported and further recycled at PCS's recycling facility.
• - Concrete wastage and temporary foundations:
• - Concrete pours shall be planned to minimise the volume of waste concrete. The use of concrete for temporary compound hardstandings and foundations will be limited as much as possible. Waste or surplus material shall be eventually recycled. Packaging materials:
• - All suppliers will be encouraged to minimise packaging, however resulting timber, wood and metal shall be segregated and stored in covered skips located as shown on the Compound layout drawing. Timber will be transported to energy for waste, Metal to be recycled at Northern Scrap metals. General waste skips will be sent to Tels skip hire get separated into different material piles, plastic and rubber gets sent away to be recycled and burnables sent to energy from waste

2.4 Estimated Quantities of Material Transported Off Site -

• - Subsoil and Topsoil: 19,000T
• - Hardcore: 2,200T

• - Concrete: 50T
• - Timber: 144T
• - Gen waste/plastic: 468T
• - Metal 50T
• - All vehicles transporting waste should be suitably secured so as not to allow waste to escape

2.5 Waste Segregation Wherever possible, different types of waste (cardboard, plastic packaging), should be segregated as they are produced to allow for correct disposal. The site team will review the logistics and also puts checks to prevent pollution and cross contamination of waste on site.

• Covered, dedicated skips will be located at the site compound

2.6 Waste Management Duty of Care The main Duty of Care requirements are:

• o Comply with the Isle of Man Department of Infrastructure Waste Policy and Strategy 2012-2022
• o Waste must be stored securely at all times and skips must be clearly labelled
• o All waste contractors removing waste from site must be a registered waste carrier.
• o Hazardous waste must only be sent off site when an agreed and verified hazardous waste transfer plan has been agreed/accepted.
• o Maintain the Working Areas in a clean and tidy condition free of rubbish, debris, spoil, containers, and surplus material.

2.7 Material storage and selection -

• o Where possible, recycled or secondary aggregates will be used to avoid the use of virgin aggregate.
• o Products with a recycled content will be used in preference to those without where possible.
• o Locally sourced materials will be used preferentially where this is economically feasible.
• o Materials vulnerable to damage through the weather / vehicle movements etc will be stored in designated areas and suitably protected.

3.0 Consultation - 3.1 Department's Environmental Protection Unit were also consulted for advice on the satisfaction of condition. The advice received 18.03.2025, after their review of the submitted documents, concludes that they are pleased to confirm that the information satisfies the relevant clauses.

• 3.1.1 Comments provided are: "EPU have no comments or concerns with any of the documents provided below. We're satisfied that all proposed waste facilities hold the appropriate waste disposal licences, and suitable measures are being taken to protect the watercourse from pollution." 18.03.2025
• 4.0 Recommendation 4.1 In this instance of the submitted documentation and after consultation with the case officer confirming that they are happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning condition 6 of application 23/01407/B, under the understanding that the development shall not be carried out unless in accordance with the approved details.
