General Policy 2
Requires general standards for acceptable development including siting, scale, design, amenity, highways, and countryside protection (b,c,g,h,i). Officer assessed the small scale, timber design, setback siting, no amenity/highway harm, and private use as meeting these standards.
Environment Policy 1
Presumption against development in countryside. Officer found no visual detriment due to small scale, clustering, and backdrop screening, with typical equestrian design.
Environment Policy 19
Permits equestrian buildings in countryside if no amenity loss, no loss of high quality agricultural land (Classes 1-2), and highways can accommodate traffic. No high quality land loss, sufficient separation for amenity, and acceptable highways confirmed.
Environment Policy 21
Stables must not detriment countryside character/appearance and avoid cavity-wall construction. Timber building of small scale in established equestrian context found not detrimental.
Environment Policy 15
Agricultural buildings should cluster with existing buildings, not isolated. Building clustered amongst established development on this side of road.
