SECTION 1 Proposed Construction Accesses
1.1 In accordance with the phasing strategy, there will be a total of four accesses used during the construction period as follows:
• Area A via Braddan Road.
• Area B via Douglas Rugby Club (Peel Road).
• Area C via The Falls.
• Area D via Ballafletcher Road.
1.2 These are discussed in more detail below.
Area A via Braddan Road
1.3 It proposed to utilise the existing gated agricultural access on Braddan Road located approximately 50m to the north of the consented vehicular access to serve the full development.
1.4 On this basis of the agreed visibility splays for the consented access, the proposed construction access requires a visibility splay of 2.4m x 90m to the left and 2.4m x 59m to the right. In order to achieve these visibility splays, parts of the existing stone wall, which is within Hartford Homes control, will be modified.
1.5 The existing wall will be fully removed down to ground level over a distance of approximately 4m either side of the existing access. The wall will also be lowered to 600mm in height over a distance of 23.5m to the south of the access and for length of 11.5m to the north.

1.6 These modifications will enable an unobstructed sight line from a driver’s eye height of 1.05m above ground level to 0.6m above the carriageway over the required stopping sight distance.
1.7 The proposed amendments to the existing access are shown in i-Transport drawing ITB15759-GA-056, a copy of which is provided in the drawings section at the rear of this note. The drawing also demonstrates that a large 32-tonne 8-wheel tipper truck, which is expected to be the largest construction vehicle that will require access via this location, can safely turn left and right into and out of the site via the proposed modified access.
1.8 Manx Roots has confirmed the proposed amendments to the existing stone wall will have a minimal impact on the mature trees close by and for the sections that are required to be reduced in height can be undertaken using hand-held breakers so the ground behind the wall will remain intact.
1.9 The existing wall (outside of the areas affected by the consented development) would be rebuilt back to its original condition following the completion of the construction phase.
Area B via Douglas Rugby Club (Peel Road)
1.10 The existing A1 Peel Road / Douglas Rugby Club forms an existing left-in / left-out junction. The CTMP will ensure the existing restricted turning manoeuvres are complied with by construction workers using this access.
Area C via The Falls
1.11 A total of two plots would be constructed via The Falls and the DoI has accepted that vehicle movements during the construction of these properties would be minimal and any conflict between construction traffic and residential use can be managed on site.
Area D via Ballafletcher Road
1.12 The proposed construction access via Ballafletcher Road will not be regularly used during the construction phase and will only to be used if access via Braddan Road or Douglas Rugby Club on Peel Road is not available for whatever reason. For the infrequent occasions this access is used some form of traffic control (i.e. temporary traffic lights) or a banksman would be in operation.
SECTION 2 Construction Traffic – Forecast Vehicle Movements
2.1 In order to estimate the traffic generation during the construction period of the proposed development, the number of vehicle movements observed during the construction of Phase 1A parcel of The Steadings, Cirencester, United Kingdom, which is a strategic residential led mixed-use development comprising up to 2,350 residential dwellings, 9.1 hectares of employment land, a primary school, a neighbourhood centre as well as community facilities, has been used.
2.2 A total of 22 plots were under construction on-site at the Steadings at the time of a 7-day survey to record the number of construction related vehicle movements into and of the site with the rate of construction in line with a buildout rate of one per week, i.e. approximately 50 per year; and including the fit out of the first dwellings to be completed. All stages of construction were being undertaken on the survey days from groundworks, footings and foundations, roads, sewers, and superstructures, as well as internal works. A technical note setting out the construction traffic survey in more detail is provided in Appendix A.
2.3 Hartford Homes has a current build rate of approximately 30 units per year on residential sites on the Island. However, for the purpose of this analysis and in order to undertake a robust estimate, it has been assumed that the build out rate will be 40 dwellings per year across the site as a whole.
2.4 The observed data at the Steadings, Cirencester has been factored down on a pro-rata basis accordingly to estimate the number of construction related vehicle movements to/from the site.
2.5 It is envisaged that construction activities will take place on a weekday Monday to Friday between 0800
– 1800 (i.e. a 10-hour period) and on Saturday from 0800 – 1400 (i.e. 6-hours). No construction activities will occur on a Sunday.
2.6 The forecast traffic generation during the construction phase is provided in Table 2.1.

Source: Consultant’s Calculations Note: The start and finish times for the construction period at the Steadings, Cirencester is slightly different to that proposed at Land East of Braddan Road therefore in order to undertake a robust assessment the observed data has been manually condensed into the proposed 10-hour period from 0800-1800. It has also been assumed that construction activity on a Saturday would be undertaken at the same level of intensity as a weekday; albeit over a shorter day. Note: Plant vehicles include swivel tip dumpers and mini tracked excavators
2.7 The analysis demonstrates that there will be, on average, a total of 74 daily construction related vehicle movements on a weekday between 0800 and 1800 and some 44 movements on a Saturday between 0800 – 1400 across the site as a whole.

2.8.1 In accordance with the phasing strategy, it is currently envisaged that the construction of 40 dwellings per year across the site as a whole will be split as follows.
• Area A via Braddan Road – Approximately 30 dwellings per annum.
• Area B via Douglas Rugby Club (Peel Road) – Approximately 10 dwellings per annum.
• Area C via The Falls – Two dwellings in total.
• Area D via Ballafletcher Road – only to be used if access via Braddan Road or Douglas Rugby Club on Peel is not available for whatever reason.
2.8.2 On the basis of the above, construction activities are expected to be split 75/25 in favour of the Braddan Road access compared to the access via Douglas Rugby Club.
2.8.3 The weekday daily profile of construction movements to/from each area is set out in the following paragraphs and Tables 2.2 – 2.4 below:

2.8.4 Training sessions at the rugby club on a weekday typically commence after 1800 and therefore the construction activities on the site will have ceased before members of the club arrive for training. in the week and game days on a Saturday.
2.8.5 As set out above, construction activities on a Saturday will finish by 1400 and matches do not typically start until after this time. As a result, the potential for any conflict between construction traffic and visitors to the rugby club is minimal. However, the applicant is willing to accept that on the occasions there are homes match days on a Saturday the construction works will finish at 1230.
