The officer determined the site lies in the countryside outside Onchan's settlement boundary, contrary to Strategic Policy 2, Housing Policy 4, General Policy 3, and Environment Policy 1, as it does n…
Strategic Policy 1
Requires efficient use of land/resources; site as previously developed land but no presumption for housing in full curtilage; proposal increases built development without landscape improvement, failing test.
Strategic Policy 2 - Priority for new development to identified towns and villages
Development focused in existing towns/villages; site outside Onchan boundary, no sustainable urban extension, no local housing need identified in Area Plan.
Strategic Policy 4
Protect/enhance setting of Registered Buildings, landscape quality, biodiversity; proposal harms RB setting, lacks ecology info, impacts adjacent wildlife site trees.
Spatial Policy 5
Design and visual impact; contemporary design jars with Arts and Crafts RB, dominant infill alters site profile and views.
General Policy 2
General development considerations: fails (b) site context/siting/layout/scale, (c) design/appearance, (h) highway safety/access, (i) parking.
General Policy 3
Exceptions to countryside development; does not qualify as redundant PDL redevelopment reducing landscape impact.
Environment Policy 1
Protection of countryside/ecology; unallocated countryside site.
Environment Policy 3
Safeguard high amenity woodland; no tree info for adjacent Groudle Glen trees.
Environment Policy 4
Protect species/habitats; no bat survey for demolition near woodland/river.
Transport Policy 4
Highway safety; substandard visibility obstructed by walls.
Transport Policy 6 - Equal weight for vehicles and pedestrians
Pedestrian safety; vehicles overhang footway.
Transport Policy 7
Parking standards; undersized spaces/garage.

Removal of flat-roof elements enhances historic form; design acceptable in townscape but less than substantial harm to setting from scale/proximity offset by enhancement; overall preserves special interest
Groudle Glen Railway objects strongly to the proposal due to heritage impacts on the registered Groudle Glen Hotel and out-of-character development, while DEFA Ecosystem Policy Team objects pending a required bat survey.
Key concern: heritage loss to registered Groudle Glen Hotel and required bat survey
Groudle Glen Railway
ObjectionWe write to register our objection to the proposed partial deregistering, demolition & redevelopment of the Groudle Glen Hotel; the proposed development is identical to the largest proposed dwelling in the original application; Such fundamental alteration of the Hotel site could have a significant adverse effect on the visitor appeal; we would urge the planning department to reject the proposed application
DEFA Ecosystem Policy Team
ObjectionWe object on the basis that we feel that a bat survey is necessary in this circumstance and no information on the status of the property with regard to bats, has been provided; We would remove this objection if a bat survey, from a qualified surveyor, were to show that there is a low risk to bats
Conditions requested: bat survey from qualified surveyor undertaken prior to decision on demolition works; if decision without survey, conditions requiring bat survey and suitable mitigation submitted for Planning Committee consideration
