Officer’s Report
1.0 Description 1.1 The proposed application 22/00834/B for the erection of a two storey extension to rear and installation of roof dormers to front and rear was approved at appeal on 05.06.2023 subject to 4 conditions, some of which required submission of additional information prior to the commencement of works.
1.2 This report is specific to Condition (3) which the applicants are seeking to satisfy.
1.3 Specific wording of the condition as follows: The development hereby approved shall not be commenced until details of a 'Construction Management Plan' (CMP) has been submitted to and approved in writing by the Department that details how the rear access lane is to be used and managed for the demolition and construction of the rear extension, noting hours of operation, and how the rear access lane will be reinstated. All works carried out during the construction period shall be undertaken strictly in accordance with the approved CMP. Reason: To safeguard access to the rear private lane way.

2.0 Proposal 2.1 The applicants have submitted a document outlining the construction management plan including information for the Department of Infrastructure Highways Division along with an application form on the 23.10.2024.
2.2 Supplied is a project specific Construction Management Plan (CMP).
2.3 The purpose of the CMP supplied is to provide a management tool and documented set of general arrangements and operating procedures to reduce and manage, so far as practicable, the adverse effects from the construction phase of the development on the local community and infrastructure.
2.4 The CMP addresses specifically the various concerns that were raised in relation to the access of the rear lane.
2.5 Outlined for the DOI Highways Division are: Scaffold will be erected to both the front and rear of the property to allow for alterations to the rear roof. To keep site traffic to the rear to a minimum, loading bays will be extended to roadside/lane side to enable swift and efficient loading and unloading of materials including the removal of waste. This will keep vehicle time spent on the lane to a minimum. The contractors vehicles will at no time be parked in the lane unless temporarily for the aforementioned deliveries and removals.
3.0 Consultation 3.1 The Department of Infrastructure Highways Division was consulted for advice on the satisfaction of condition. The advice received 29.10.2024, after their review of the submitted documents, concludes that they are pleased to confirm that the information satisfies the relevant clauses.
4.0 Recommendation 4.1 In this instance of the submitted Construction Management Plan and after consultation with the case officer confirming that they are happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning condition 3 of application 22/00834/B, under the understanding that the development shall not be carried out unless in accordance with the approved details. __
I can confirm that this decision has been made by a Principal Planner in accordance with the authority afforded to that Officer by the appropriate DEFA Delegation and that in making this decision the Officer has agreed the recommendation in relation to who should be afforded Interested Person Status.
