General Policy 3
Provides exceptions to development in countryside only where essential and not detrimental; officer found no justification to set aside presumption against development, as building size exceeded stabling needs, leaving excessive unused space.
Environment Policy 1
Protects countryside for its own sake unless overriding national need; proposal's siting, design and size adversely affected countryside without justification.
Environment Policy 2
Protects character of AHLV; new stable deemed inappropriate in unzoned AHLV/Scenic Significance area.

Presumption against equestrian development in AHLV; site designation triggered automatic policy failure.

Buildings for stabling must not harm countryside character in siting/design/size/finish and reflect purpose; design not traditional stable, prominent location, excessive size.
no significant negative impact upon highway safety, network functionality and/or parking as the existing access and site layout is acceptable for the proposals.
No objection
Highway Services Division has no objection to the application due to no significant negative highway impacts. Two neighbouring residents from Green Hedges and Cronk Froy object due to concerns over scale, location, animal welfare, privacy, odour, lighting, access safety, and potential future commercial use.
Key concern: unsuitable surroundings including motocross, paintball, busy roads posing risks to horse welfare and escape onto main road

Green Hedges
ObjectionShould a horse bolt due to the surrounding conditions, the current infrastructure of the field’s surrounds may not be sufficient to contain the animal.; Normally accepted practice states a grazing capacity equivalent to 1.5 acres per horse (2-4 acres if not to be over grazed); The midden used for horses will mean an intense pungent smell and the unavoidable fly attraction.
Cronk Froy
Conditional No ObjectionWhilst the application states it is a private facility for the applicant’s family it appears more commercial in scale.; The noises generated by these events and the adjacent road network make the site inappropriate for good horse/pony livery/welfare.; Whilst we do not object to the principle of the development we consider the proposals out of scale and inappropriately located.
