General Policy 2
Requires development to respect site/surroundings in siting, scale, design; not adversely affect landscape character, amenities, flood risk, or road safety. Officer found modest scale, matching materials, and screening ensure compliance, with no harm to visual amenities or countryside character.
General Policy 3
Permits development outside zoned areas on previously developed land where it improves landscape/environment. Equestrian site with prior stables permission qualifies under (c); extension aligns as it supports established use without new standalone impact.
Environment Policy 10
Requires flood risk assessment and mitigation where risk exists. Site at medium fluvial risk; FRA with measures (no low electrics, high-level lighting/switches) accepted by DOI, conditioned for compliance.
Environment Policy 19
Permits equestrian development if no amenity loss, no high-quality ag land loss (Class 1/2), highways ok. Site Class 3/4 land; no amenity/highway harm.
Environment Policy 21
New animal buildings must not harm countryside character via siting/design/size/finish; reflect purpose, avoid cavity walls. Modest lean-to matches existing timber/bitumen form, located out of public view.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.

The development shall be carried out in accordance with the Mitigation Plan and measures set out within the approved Flood Risk Assessment. Reason: To ensure the building and its use is designed and constructed to mitigate the risks posed by flooding.
Equestrian use only
The building must be used only for equestrian purposes. Reason: The countryside is protected from development and an exception is being made on the basis of equestrian need. As such the building must be used for the purposes for which it is approved.
