General Policy 3
GP3 provides exceptions to development restrictions outside zoned areas for operations essential to forestry or required for interpretation of countryside/wildlife. Officer assessed car park extension and catering facility as enabling greater recreational access to the woodland, outweighing visual harm from hard surfacing, in line with plantation recreation policies.
Environment Policy 1
Protects countryside unless overriding national need. Minor harm acknowledged from irreversible change to green rising land behind car park, but national recreational needs tipped balance in favour.

Prevents unacceptable harm to environment or nearby amenity. Nearest neighbour 600m away; no amenity issues raised, and proposal not harmful.
