General Policy 3
Resists development outside settlements except for works required for interpretation of countryside, wildlife or heritage (criterion h). The proposal supports public use of the nature reserve via improved parking, aligning with this exception as it facilitates access for walkers and nature studies without harming the area.
Environment Policy 1
Protects countryside and ecology from development unless overriding national need and no alternatives. Assessed as compliant due to no adverse ecological impacts from works confined to existing hard surface, with lizard safeguards.
Environment Policy 3
Protects ancient, natural and semi-natural woodland with public amenity or conservation value. No conflict as works do not affect woodland, with no tree loss and negligible visual impact.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of the decision notice. Reason: To comply with Article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid accumulation of unimplemented planning approvals.
Lizard protection during works
All tools and machinery are to be stored on the hard surface of the car park during the works and all works to the car park are to be undertaken from the existing hard surface as far as possible.
