General Policy 2
GP2 permits development in accordance with land-use zoning in Area Plans if it respects site surroundings, does not adversely affect character, amenity, road safety, or habitats, and meets other criteria like access and services. The officer considered the temporary facilities acceptable in principle as they support the sports pitches zoning despite occupying open space, with no new adverse impacts identified since prior approval. The policy's tests were met on a short-term basis.
Spatial Policy 5
Requires new development to positively contribute to the Island's environment, potentially supported by a Design Statement. The temporary portacabin was noted as not attractive but acceptable short-term, with no requirement for design statement as it extends prior temporary approval without changes.
Transport Policy 7
Requires parking in accordance with standards. Assessed as acceptable given no increase in use or traffic over prior approvals, with most users walking and match-day parking on unrestricted Springfield Road.
Recreation Policy 2
Prohibits loss of open space or recreational facilities unless alternative provision or community gain. The temporary footprint on sports pitches was justified as ancillary to and required for the recreational use, not resulting in net loss.
Time limit for temporary structures
The changing facility, toilets and storage shed buildings hereby approved shall be for a limited period of 36 months from the date of this approval and on (or before) the expiry of this approval the changing facility, toilets and storage shed building shall be removed from site and the site restored to its former state (i.e. grass).
