General Policy 2
Requires development in accordance with zoning and other criteria including respecting site/surroundings in scale/form/design, no adverse amenity impacts, satisfactory access/parking, and no highway issues. Officer assessed the replacement as compliant despite zoning tension, as it preserves character, provides no greater amenity impact than existing, and has no new traffic generation.
Spatial Policy 5
Requires new development to positively contribute to the environment, potentially supported by Design Statement. Officer found the brick/tile finishes would improve appearance over existing timber/felt, making positive contribution.
Transport Policy 7
Requires parking per standards. Assessed as acceptable with no increase in use/traffic, limited on-site parking as per prior approvals, and users mostly walking distance.
Recreation Policy 2
Prohibits loss of open space/recreational facilities unless alternatives provided or community gain. Replacement maintains recreational changing facilities without loss, supporting ongoing use of playing fields.

no objection (17.08.2018)
The proposal would not change the existing site access arrangements or the adjacent parking area. The application states that no extra people should visit the new building and the plans show that no additional facilities would be added apart from a small kitchen. On this basis, no new highway issues should arise from the development. Highway Services does not oppose the application. (10.08.2018)
Douglas Borough Council and DOI Highways Division both have no objections to the application for erection of replacement changing facilities at Pulrose Pavilion.
