General Policy 2
Requires development in open space zoning to respect site/surroundings in siting/layout/scale/design, not adversely affect amenity/landscape/highways, protect habitats, and provide community safety. Officer assessed proposal complies overall: single-storey scale sits well behind landscaping, screened from views, no amenity/highway harm, precedent supports principle despite zoning.
Spatial Policy 5
Requires new development to positively contribute to Island environment, potentially via Design Statement. Officer noted simple form and materials (render/timber cladding/metal roof) acceptable in context of adjoining nurseries.
Transport Policy 7
Requires parking per standards. Shared parking with nurseries and no Highway Services objection confirmed acceptability.
Recreation Policy 2
Prohibits loss of open space/recreation unless overall community gain with no significant effect on provision/amenity. Building replaces decaying structure, enhances playground facilities for children/families (therapy/play spaces), retains paddock for events; prior approval sets precedent for public recreation use.
