The Department supports renewable energy proposals but balances them against countryside protection under Environment Policy 1, which prohibits development adversely affecting the countryside unless o…
Environment Policy 1
Protects countryside from adverse development unless overridden by national need. Officer assessed panels cause no visual harm due to screening by mature hedgerows/trees, distance from roads, and boundary siting, preserving countryside character.
Environment Policy 14
Prohibits loss of versatile agricultural land (Classes 1-2) unless overriding need and lower quality land unavailable. Field is Class 2/3; panels do not sterilise land as raised design permits grazing/sheep, with inconsequential impact on hay/vegetable use.
Strategic Policy 1
Requires efficient resource use including existing infrastructure. Noted in material policies but not specifically tested; renewable energy aligns with optimising resources.
General Policy 3
Restricts countryside development except for agriculture/forestry or environmental improvements. Renewable energy installation deemed acceptable in agricultural field without landscape harm.
Energy Policy 4
Judges alternative energy like solar against environmental policies; no EIA required as solar panels not listed in Appendix 5 and scale not significant on non-sensitive site.
Environment Policy 22
Prohibits unacceptable harm from pollution, emissions, noise etc. No such impacts identified from panels.
No residential curtilage extension
For the avoidance of doubt no planning approval is hereby given for the extension of the residential curtilage into Field Nr 124768. Reason: No permission is sought for any extension to the residential curtilage of Farrant's Fort and as such has not been considered as part of the planning application.
Removal if unused
The 54 ground-mounted photo-voltaic panels hereby approved shall be removed and the ground restored to its former condition in the event that it is no longer used for a period greater than 18months or no longer require for the production of electricity. Reason: In the interests of the visual amenities of the countryside setting and to avoid unnecessary built development in the countryside.
