NOTE. The approved documents and plan would be considered satisfactory for the following planning conditions of application 23/00068/B;
o Condition 4 with the understanding that the dwellings hereby approved shall not be occupied unless the proposed drainage has been provided in accordance with the approved plans. Once provided all drainage shall thereafter be permanently retained.
o Condition 5 with the understanding that all boundary treatments and soft landscaping proposals shall be carried out in accordance with the approved planting scheme and management programme. Any planting which, within a period of 5 years from the completion of the development, in the opinion of the Department is dying, being severely damaged or becoming seriously diseased, shall be replaced by plants of similar size and species to those originally required to be planted. Once provided, all hard landscaping works shall thereafter be permanently retained.
o Condition 6 with the understanding that the cycle storage areas shall be provided strictly in accordance with the details so approved, provided/erected prior to the first occupation of the dwellings and maintained as such thereafter.

Officer’s Report
1.0 Description
1.1 The proposed application 23/00068/B was approved on 10/07/2023 for the creation of an access road and extensions to dwelling with re-design of floor plans and elevations which was subject to 7 conditions some of which required submission of additional information prior to the commencement of works.
1.2 This report is specific to Conditions 4, 5 & 6 which the applicants are seeking to satisfy.
1.3 Specific wording of the condition as follows:
'C4 - Prior to the commencement of any works to the main access from the A6 and the internal road details of the proposed drainage layout shall be submitted to and approved in writing by the Department.
The dwellings hereby approved shall not be occupied unless the proposed drainage has been provided in accordance with the approved plans.
Once provided all drainage shall thereafter be permanently retained.
Reason: In the interests of highway safety.'
'C5 - No works in connection with the development hereby approved shall commence unless a scheme of boundary treatments and soft landscaping works has been submitted to and approved in writing by the Department.
Details of the scheme shall include; o Boundary treatment between the two dwellings; o Boundary treatment and/or planting along the rear / south western boundary and r/h side / north west boundary; o Should any planting be proposed it shall include schedule of planning to comprise species, plant sizes and proposed numbers and density; and o A programme for implementation and completion of the proposed landscaping.
All boundary treatments and soft landscaping proposals shall be carried out in accordance with the approved planting scheme and management programme. Any planting which, within a period of 5 years from the completion of the development, in the opinion of the Department is dying, being severely damaged or becoming seriously diseased, shall be replaced by plants of similar size and species to those originally required to be planted. Once provided, all hard landscaping works shall thereafter be permanently retained.
Reason: To ensure the implementation and management of a satisfactory scheme of landscaping which will help to integrate the proposed development into the local landscape in the interests of the visual amenity of the area and enhancement of the eastern boundary in the interests of the privacy of future occupiers.'

Reason: In the interests of sustainable transport options.'
2.0 Proposal
2.1 The applicant has submitted the following documents for the satisfaction of the above conditions;
o '8582 - ARD01 - Rev A - Plot 2, Former Lancashire, Santon - Carriageway Drainage GA' which shows the proposed drainage for the access from the A6 and internal road details which show a slight gradient to the road that will direct storm water discharge towards gulley's on the side of the road which is then deposited in a soakaway located in the rear garden of the development. o '15 PLOT 2 - planning conditions drawing' which shows the boundary treatments for the two dwellings including proposed fencing on both the site boundary and between the two properties as well as the soft landscaping for the site and locations of the bike sheds for conditions 5 and 6. o 'Elevation - Asgard Extra Wide Metal Bike Shed Storage' which shows the elevation drawings and measurements for the proposed bike shed for condition 6. o 'Plan - Asgard Extra Wide Metal Bike Shed Storage' which shows the floor plan for the proposed bike shed with space for up to 8 bikes for condition 6.
3.0 Consultation
3.1 The Ecopolicy Officer was consulted for advice on the satisfaction of condition. The advice received on 07/05/2024, after their review of the submitted documents, concludes that they are pleased that the information satisfies the relevant clauses for condition 5.
3.2 The Highways Drainage team was consulted for advice on the satisfaction of condition. The advice received on 07/05/2024, after their review of the submitted documents, concludes that they are pleased that the information satisfies the relevant clauses for condition 4.
3.3 The Highways Development team was consulted for advice on the satisfaction of condition. The advice received on 08/05/2024, after their review of the submitted documents, concludes that they are pleased that the information satisfies the relevant clauses for conditions 5 & 6.
3.4 (Who was consulted) was consulted for advice on the satisfaction of condition. The advice received on (Insert Date), to which they provided no comment.
4.0 Recommendation
4.1 In the instance of the submitted 8582 - ARD01 - Rev A - Plot 2, Former Lancashire, Santon - Carriageway Drainage GA, 15 PLOT 2 - planning conditions drawing, Elevation - Asgard Extra Wide Metal Bike Shed Storage as well as Plan - Asgard Extra Wide Metal Bike Shed Storage and after consultation with the case officer, who are happy with the level of detail, it is deemed sufficient and would be considered satisfactory for the following planning conditions of application 23/00068/B;
