Highway Drainage, Highway Services, Ecosystem Policy Officer, and Manx Utilities all provided responses with no objections to the proposals for discharging conditions 4, 5, and 6, though Highway Drainage noted the drainage is private and provided technical advice.
Key concern: soakaway tests are inappropriate and should follow BRE Digest 365 or CIRIA Report 156
Highway Drainage
Conditional No ObjectionThe private access road to the two properties is shown to fall away from the public highway so surface water (SW) runoff from it will not drain onto the highway. In this respect we are satisfied with the proposals.; As this is a private access road we have not reviewed or approved the drainage system serving it.; the soakaway tests the applicant has carried out are based on the design of foul field drains in Part H2 of the Building Regulations and are inappropriate especially considering the area to be drained. Three test should be carried out in accordance with BRE Digest 365 or CIRIA Report 156.
DOI, Highways Development Control
Conditional No ObjectionCondition 4 - the DOI Drainage Team and MUA should be consulted on the proposals to discharge this condition.; Conditions 5 and 6 - the proposals are acceptable to discharge these conditions.

DEFA Ecosystem Policy Officer
No ObjectionThe Ecosystem Policy Team can confirm that we are content with the soft landscaping details contained in Penketh Millar Ltd’s Planning Conditions Drawing (drawing No. 221706 P2). The proposed tree and hedge planting species are appropriate for the site.
Manx Utilities
No ObjectionManx Utilities have no comments to issue except that the drainage will remain private, this will be the responsibility of the development/property owners.
