General Policy 2
Requires general standards for acceptable development including visual amenity (b), neighbouring amenity (c), highway safety (g, h), and other impacts (i). Officer found proposal met these as fencing had acceptable visual impact without harming character, parking had minimal amenity loss with retained separation, and highway issues resolved by amendments.
Environment Policy 35
Requires proposals to preserve or enhance Conservation Area character. Low-level fencing not typical but acceptable with modern buildings; parking adjunct to existing hardstanding with minimal green loss did not harm wider character dominated by older historic stock.
Strategic Policy 3 - To respect the character of our towns and villages
Promotes good design. Fencing design (timber, low-level) read in connection with buildings; parking layout matched existing character.
Spatial Policy 5
Promotes use of local materials and character. Timber fencing seen as common residential treatment island-wide.
Environment Policy 13
Addresses flood risk. Site at surface water flood risk but no specific adverse impacts identified in assessment.
Environment Policy 42
Promotes development taking account of locality in design. Proposal's scale and location suited to modern complex.

revised drawings relocating and re-aligning spaces considered acceptable from a highway perspective, subject to condition for bound surface
in support as family relative moving in has a pet and fence was a deciding factor
DOI Highways initially raised concerns about parking bays encroaching on the highway but later confirmed no objection subject to a condition for bound and consolidated parking material. No other statutory consultees responded; public representations include objections to the fencing from residents and one letter of support.
Key concern: parking bays encroaching on adopted highway
DOI Highways
Conditional No Objectionwe would now not oppose the application (DNOC) subject to an advised condition of the parking layout to be implemented as approved with bound and consolidated material before first use of the proposals.; The revised layout plan appears acceptable to Highway Services; No parking bay markings should encroach onto the adopted highway and this should be altered (where needed) and/or confirmed on the proposed layout plan.; The Glen Road access road width should be maintained at its existing width
Conditions requested: parking layout to be implemented as approved with bound and consolidated material before first use of the proposals
