Date of Response: 30/05/19 Date of Application: 10/05/19 Application Reference: 19/00475/C Location: Perk Cottage Knock Froy Road Santon Isle Of Man IM4 1JD Description: Temporary use of adjoining field as a camp site with associated toilets and parking for the duration of the week before the TT festival until a week after the IOM Festival of Motorcycling Highway Comments: The application states that the existing farm access gate to the site off Knock Froy Lane would be used to serve the development. The precise position of it is not shown on a scale site plan but its close proximity to the junction of the A5/Knock Froy Lane is unacceptable as it would not allow for safe turning movements between the site and the A5. The highway visibility splays of the site access and the junction of the A5/Knock Froy Lane have not been shown, but due to the relatively tight turning movement required between the site and the A5 to the north, it is considered unlikely that sufficient visibility to the north would be achievable. Visibility to the south also appears to be limited. Although Knock Froy Lane is unadopted, the site access location would adversely affect highway safety on the public highway of the A5. The application does not provide any details of the anticipated level of use for the development, but the proposal would intensify the use of the site access and the junction of the A5/Knock Froy Lane. The site access would need to be relocated away from the A5 to avoid a potential increased risk of accidents from vehicles exiting Knock Froy Lane onto the A5. Visibility splays of 2.4m x 120m would be needed to comply with ‘Design Manual for Roads and Bridges’ visibility standards for the 50mph speed limit. The proposed grassed area for parking would be unsuitable for cars, vans and motorhomes although should be adequate for motorbikes. It is noted that the applicant has had discussions with neighbours regarding the provision of hard standing for parking but this is not a firm proposal in the application. It has therefore not been shown that there would be appropriate site parking to serve the development. Summary Highway Services oppose the application due to a lack of information, inadequate parking and highway safety as the development would intensify the use of an unsafe access that could lead to an increase in traffic accidents on a high speed main road.
