The officer tested the proposal's total concreting of the front garden, finding it resulted in the frontage appearing as one large parking area, harming visual amenity and street scene in a cul-de-sac of similar detached dwellings. This failed the policy tests, reinforced by DEFA Residential Design Guidance against >50% front garden loss.
